My vagina is peeling** please help me?

I'm 19 years old and I have had this ongoing problem of an itchy vagina since a few years ago. When first noticing the problem, I told my mom and she said that it was a yeast infection. So she brought me Monistat..once using it, it made my vagina uncontrollably itchy so I had to sit in the bathtub so it could melt out of me. So I never really finished the treatment. then I started to develop dry, itchy skin on my outer lips. My mom said not to touch it so I didn't. One day a piece of the skin was hanging off so I pulled it and it came off. This problem has continued and I have no idea what to do or what it is. I visited the doctor and got tested for every single std/virus including yeast infection and urinary tract infection. They said they wpuld call if anything came up wrong. They never called. What should I do?
